Steampunk is a very complicated thing... so complicated that I'm a bit lazy and will post links and pictures to help you.
Here is the wiki article, along with an excerpt...
http://en.wikipedia.org/wiki/SteampunkSteampunk is a sub-genre of science fiction and speculative fiction, frequently featuring elements of fantasy, that came into prominence in the 1980s and early 1990s. The term denotes works set in an era or world where steam power is still widely used — usually the 19th century, and often Victorian era England — but with prominent elements of either science fiction or fantasy, such as fictional technological inventions like those found in the works of H. G. Wells and Jules Verne, or real technological developments like the computer occurring at an earlier date. Other examples of steampunk contain alternate history-style presentations of "the path not taken" of such technology as dirigibles, analog computers, or digital mechanical computers (such as Charles Babbage's Analytical engine); these frequently are presented in an idealized light, or with a presumption of functionality.
Steampunk is often associated with cyberpunk and shares a similar fanbase and theme of rebellion, but developed as a separate movement (though both have considerable influence on each other). Apart from time period and level of technological development, the main difference between cyberpunk and steampunk is that steampunk settings usually tend to be less obviously dystopian than cyberpunk, or lack dystopian elements entirely.
Basic premesis of the rp-- The players are people that live in an inn, though some of them reside in the factory. Both places are in central London, and this takes place during the time of Jack the Ripper. London is in a panic, and everyone is trying to find the killer, though none are succeeding.
The Hotel:
It is a large victorian hotel, the insides heated with coal and steam. There are many clocks inside, all of which never stop ticking.
Sometimes people say that the ticking clocks can drive a man insane.
Some rooms have collapsed and have been blocked off, but the ones that people stay in have a large four-poster bed, a small steam furnace to heat the room, and a trunk for clothing.

The Factory:
Pipes, gears, and many other things abound in this place. Upstairs is a room with various bunk beds where the old workers used to sleep, and many people come here to sleep as well.
The factory is right outside the red light district, and many prostitutes come in to take shelter.
